Black Porsche 944 Coupe with only 16000 km, a roll cage and Recaro bucket seats. What is it worth?

Depends on what an inspection finds. Although it's low mileage, it's still an old car and might need some seals replaced (especially around the fuel system, which will dry out and leak). "Looks" like it was well taken care of and if it was, and not dripping fluids on start up, this car could easily be north of $20K.

The fire system makes me nervous. As in, was the installation prompted by a previous fire?

The roll cage is a big no-no in a street car unless you plan on wearing a helmet, HANS, and 4+ point harness. You'll crack your head open on the bar in an accident.

As clean as this is, it ain't no racer. Maybe the previous owner drove it on mountain roads or even at Tsukuba from time to time and polished it the other days. also because it has no repairs. So no frquent trackdays.

Still, I'd say...16 grand? Mainly, because this is a standard model which's anything but rare.
